General Questions Received by E-mail 1 (a). Are Interconnected Voice over Internet Protocol service (VoIP) eligible under Internet Access? (b). Are Interconnected Voice over Internet Protocol service eligible under Telecom? (c). If Voice services are requested under Telecom on the applicant's 470, can an Internet provider still respond to that 470 and provide a cost effective Interconnected Voice over Internet Protocol solution for that applicant? Does the applicant have to re-file their 470 in order to consider Interconnected Voice over Internet Protocol solution if that solution is more cost effective with an Internet provider to be considered eligible for discount? (d). An applicant currently has traditional voice services. The applicant files for voice services under both Telecom and Internet Access. The applicant selects voices services as Internet Access. Since services don't end and start neatly on July 1st but wants to ensure that discounts are received on services before and after transitioning to new service. Can the applicant file 2 471s? One for the traditional service under telecom up till cut over date, for example July 1st till July 31st and the second 471 to cover new services from August 1st till June 30th as Internet Access. Does the applicant file a spin change on the transition date for this example? Does a service substitution still need to be made since it is one 471 service ending and another 471 beginning? 2. We are an Internet provider offering VoIP, and we were glad to see the the 2008 Eligible Services list indicates that VoIP is eligible under the category Internet access: References to VoIP Eligibility are found in the 2008 Eligible Services list: (a). If an applicant submitted a 470 for voice services in the category of telecom, and if we reply under Internet access, can the recipient select us and then do a service substitution? (b). If the above is not allowed, then the applicant could submit separate 470's for voice, one in telecom and one in Internet access. They might then submit separate 471's, one for the telcom provider and one for the Internet access provider and choose the lowest cost alternative of whichever got funded. Is this allowable? (c). The order on p 21 seems to suggest that categorizing the service either as Internet access or telcom is more or less irrelevant since they are both Priority One services. How broadly will the SLD apply this view? |
