General Questions Received by E-mail

1. Can applicants start filing their Form 470 for FY2008?

2. In the electronic funding report to Service Providers, column AM is titled "Tech Plan Status" and it ALWAYS says "not needed". What is the column for? What does it mean?

3. Can an applicant list all of their sites on a 471/item 21 if the services requested only go to some of the sites? For instance a customer request funding for an Ethernet WAN they list all 10 of their sites for simplicity. They then utilize their District discount percentage, however the service is actually only going to 5 sites. Is this ok? Would this allow them to move services between the sites listed if they find that a different site would benefit more from the increased bandwith services?

4. Does the program require applicants to provide RFPs to any vendor that requests them, or does it allow RFPs to be withheld from selected service providers based on non-470 listed criteria?

5. A State Network filed a funding request on behalf of a School District for Telecom Services that the provider provides directly to the School District. The provider in turn bill the State and the State then bills the customer. The customer is now upgrading their network services at a particular site and will be getting their services for that site and bill directly from the provider and no longer from the state.

The question is how does the School District remove that site from the FRN that was filed by the state and request the money under their School District name, site XXX, as the applicant. As you can see this is not a SPIN change as the Service Provider remains the same.

Your website does not indicate that this particular site has an ESA.

6. Can you discuss USAC's stand on being both an E-Rate consultant AND a Service Provider? We have a customer who has a consultant who is also their service provider and I don't believe that's allowed. Where does the website discuss this? What are the guidelines for this?
