General Questions Received by E-mail

1. Are CIPA requirements to be met for internet access even when applied for under telecommunications services? How does this affect the common carrier service provider or does it? If CIPA is not met by a school then does the SLD collect the ineligible discount from the school after the service provider has already given it to the school? Normally as a service provider we are not aware of the schools meeting the CIPA requirements or not so we do not change our discounting process based on that. Since we are not doing anything differently, what is the normal process for CIPA met vs. not CIPA met? Thank you.

2.  Customer that is in the process of re-writing their technology plan. Their current plan expires 9/2007 and does not address WAN.  Can they post their 470 prior to rewriting their plan?

The Director of IT should write a memo detailing the present Technology plan's expiration date, the expectation of the district to address the WAN aspect, its present status and the plan to upgrade the WAN while taking advantage of the E-Rate's competitive bidding process for upgrading options. The Superintendent should receive and approve this memo. Some have suggested this "memo" should be drafted as an Amendment to the Technology Plan and be presented at a Board level meeting and receive approval. After the memo, a Form 470 can be posted and a new Technology Plan can be approved as per the District's Administrative timeline; basically allowing them to approve a final plan during a timeline they can accommodate rather than expediting just because of E-Rate policies.
