General Questions Received by E-mail

1.  A consortium files for E-Rate to purchase bundled Internet services for its members.  For example, the consortium purchases 100 mbps of bandwidth, which it divides among its members, each receiving an equitable amount, based on need and resources to use the service.  Two of the member entities reduce facilities at the start of the funding year, so they are using less mbps than originally listed on the item 21 attachment (e.g. enrollment drops at the start of the school year). On the item 21, the entity is listed at 12 mbps, but now they only need 9 mbps.  The 3 mbps that they don’t need could be redistributed to another member who finds they are needing more.  Perhaps that member’s need was estimated on the item 21 as 9 mbps and now with an unexpected increase in enrollment they need 12 mbps.  Since the consortium is purchasing a bundled amount of Internet and the service has not changed, how should the consortium lead handle this situation to make the most of the discounts within program guidelines?

3. We Service Providers and consultants tend to approach E-rates as ogoing business issues.

Many USAC reviewers tend to approach E-rate reviews as  individual events governed by specific rules and guidelines.

As a result, reviewers and SPs often speak "past each other", making the program less efficient and predictable.

If a group of SPs/consultants met with a group of reviewers/administrators/trainers, they might find ways to lessen some of the communications problems, without violating any confidentiality problems.

How many service provider reps on this call are interested in such a meeting?  I definitely am. 

4. It was mentioned at the Atlanta Service Provider Training that applicants could possible adjust the percentage level where they qualify by doing a survey of assistance, other than the free lunch program, that families in the school district might be receiving, Would you have a sample survey to share or could you direct us where we may get further guidance on the issue.
