  1. I have a question pertaining to the "2 in 5" rule. If an entity was funded in the 2005 year for Internal Connections, filed the 486 form, but never invoiced nor received money from USAC (either via the BEAR process or SPI process), does that 2005 year count as one of their "2 in 5" years if their invoicing deadline has passed? Ideally, the entity would have filed a form 500 to cancel their funding, but if the service provider nor applicant never actually invoiced/received a disbursement, and the invoicing date has passed, would USAC consider one of their "2 in 5" years to be used?
