Q. What exact information should be included on an invoice issued to a school on a monthly basis? Julia North, Charter Communications
Q.

My question is whether a Centrex-like service based on IP driven platforms would be eligible for support as a telecommunication service? The IP-"Centrex" system would be connected to the PSTN through trunk lines and would not be designed to by-pass the switched network for purposes of toll by-pass or to provide voice over Internet.

In the 2005 Eligible Services List within the Telecommunications section introductory block it states that, "IP-Enabled services are the subject of an open proceeding at the FCC to determine, among other things, whether certain types are telecommunications services." The reference given primarily discusses voice over IP and other revolutionary IP solutions.

The IP-"Centrex" system I am asking about does not fall into the VoIP (toll by-pass) or revolutionary category. It would provide the variety of features at the applicant's site via the local distribution facilities (traditional phone line or Cat-5 depending on handset) using packet switched hardware and software designed instead of traditional circuit switched hardware and software.
