FUNDING COMMITMENTS
A reminder that service providers can view
funding commitments online.

FY2002
Letters in Wave 30I were issued on March 1, 2004; commitments
in this wave totaled approximately $ 1.577M. Total commitments for
FY 2002 are now approximately $2.219B. Remember that the SLD is no
longer issuing regular waves on FY2002, but will make commitments
as applications are reviewed and funding decisions are made.

FY2003
Letters in Wave 22 were issued on February 16, 2004; commitments
in this wave totaled approximately $4.091M. Letters in Wave 23 were
issued on March 3, 2004; commitments in this wave totaled approximately
385M. Letters in Wave 24 will issue on March 16, 2004; commitments
in this wave totaled approximately 45.760M. Total commitments for
FY 2003 are now approximately $2.132B.

YSLETA REFILES
Service providers are reminded that RFPs may still be open for some or
all of the applicants permitted to re-file their FY2002 applicants under
the guidance in the FCC’s Ysleta Order. These applicants were required
to postmark Forms 470 or file them online by February 6, 2004; the deadline
for their Forms 471 is April 23. For more information, please refer to

ELIGIBLE SERVICES ONLINE INTERNAL CONNECTIONS MATRIX
On the last service provider call, I indicated that SLD was seeking
participants for a manufacturers’ data entry working group. We had
approximately 15 manufacturers participate in a WebEx session on February
27th. We discussed relevant issues such as enrollment, login requirements,
data requirements, database size and size management, and timeline. We
expect to have a follow-up session on March 15, 2004.

FILING EARLY FOR FY2005
The SLD will be providing guidance on this web site for applicants with
long procurement cycles who need to post Forms 470 using the current (FY2004)
form. Applicants cannot currently choose FY2005 as an option online in
the Funding Year drop-down box, and so must indicate in one of the available
text fields that their request is for FY2005 services. |

How can a service provider find out from SLD whether
their product is eligible for discount? If you want an example,
let's take the case of a firewall, which includes an application
proxy, like the Symantec's firewall products or Microsoft's ISA
server. Firewalls are eligible, proxies are not. How would Symantec
or Microsoft learn if their firewall products are eligible? Dan

Is maintenance a recurring or non-recurring charge? If a district
lists it as non-recurring does that mean the vendor can bill for 15
months - July 1 to Sept. 30? Catherine Banker, Vector |

It depends on how the applicant applies for the service. If the
district lists it as non-recurring, then the program rules for non-recurring
services apply. For more specific information, please see the Power
