PROCESSING OF FUNDING YEAR 2003 FORMS 471

Over 90% of the Forms 471 for FY2003 were filed online. At this point we don’t have dollar figures for the Demand Estimate, because we are still processing paper applications. Once all the applications are processed we plan to make the Demand Estimate available.

For those applicants who filed Forms 471 outside of the filing window, we are issuing letters instead of postcards. These letters include more information for applicants; the color of these letters — and of all correspondence related to FY2003 — is canary yellow.

CORRECTIVE SPIN CHANGES

If you did not have a SPIN at the time an applicant filed Form 471, the applicant could have used our interim SPIN to complete their application. However, the processing of an application featuring an interim SPIN cannot be completed until the correct SPIN is provided. If a SPIN should be changed due to a merger or acquisition, please call USAC Billing and Disbursements at 1-888-641-8722 for guidance. ITEM 21 ATTACHMENTS

Clear and complete Item 21 Attachments allow an efficient review of funding requests so that prompt funding decisions can be made. Incomplete or unclear Item 21 Attachments slow the decision process, to the detriment of applicants and service providers. Service providers may assist applicants in completing their Item 21 Attachments. Is there a deadline for submitting the Item 21 Attachment?

A

PIA must have the Item 21 Attachment to complete its review of an application. Once PIA has requested an Item 21 Attachment, that request falls under the Deadline for Information Requests. Applicants can request an extension of time to provide the information if needed.

Are Funding Year 2002 commitments completed?

No, we will continue to issue waves every two weeks. March 10, 2003 is still our goal for issuing funding commitments on FY2002 applications that are not held for unresolved policy issues or selective review information gathering.

 

 

Q

Will out-of-Window Funding Year 2002 applicants eligible for a 90% discount level get funding?

A

No. We are denying requests for Internal Connections below 80%, which means funds available will be insufficient for all in-window requests. Therefore, there will not be funds available for any requests received after the close of the filing window for Funding Year 2002.

 

 

Will you have more money available for Funding Year 2003 due to rollover of unused funds?

A

We are waiting for guidance from the FCC on this issue.
