Beneficiary Audits - Auditors' Observations

In order to fulfill its responsibility to prevent waste, fraud, and abuse, the Universal Service Administrative Company (USAC) engaged national accounting firms to conduct audits of beneficiaries (the recipients of discounted services).  The audits were conducted to determine if the beneficiaries under audit complied with Federal Communications Commission (FCC) rules and reasonable business practices.  

Beginning in Funding Year 2005 and forward, applicants and service providers are required to maintain program documentation for five years after the last date to receive service.  (See Fifth Report and Order, released August 13, 2004.)
