Tips and Best Practices

Below are some Tips and Best Practices that USAC has found to be helpful for eligible telecommunications carriers (ETCs) claiming support from the Universal Service Fund (USF) and customers receiving Lifeline, Link Up, and Toll Limitation Support (TLS).

Low Income Training Sessions:

To better serve both ETCs and Lifeline, Link Up, and Toll Limitation Support consumers, USAC has begun targeted outreach to states with low Lifeline participation rates.  Each training is composed of USAC Low Income staff, state public utilities commission staff, representatives from ETCs, social service and community agency employees, and other stakeholders.  To receive more information, request an outreach training session in your state, or for training login information please e-mail USAC.  The training sessions include a discussion of:

  • USAC's role in administering Lifeline and Link Up
  • Consumer Eligibility
  • Verification and Certification Procedures
  • Advertising Guidelines
  • Your questions and comments about the Low Income Program

Applying for Lifeline, Link Up, and Toll Limitation Service

Low Income consumers wishing to apply for the Lifeline, Link Up, and Toll Limitation Service should contact their phone company directly.  The role of USAC is to administer the Universal Service Fund for the Federal Communications Commission.  USAC reimburses phone companies for providing the Lifeline discount to their customers.  USAC is not a phone company and does not handle the application process or qualification procedures for the Lifeline program.
