Step 5: Consumer Outreach Letters
Eligible telecommunications carriers (ETCs) can use USAC's Consumer Outreach Letters to contact eligible low-income households.
ETCs can use a USAC Consumer Outreach Letter as a bill insert or as part of a general mailing to reach low-income households within their community.
USAC requests that all companies using the letter customize it by inserting the company's specific contact information in the highlighted fields and amending the eligibility criteria, if appropriate. Please do not list USAC's telephone number as the contact number since USAC cannot provide customers with applications or enroll them to receive lifeline benefits.
