Step 2: Determine Eligibility
Wireline and wireless telephone companies and consumers participating in the Low Income Program must meet certain eligibility requirements.
A wireline or wireless telephone company seeking reimbursement from the Low Income Program of the Universal Service Fund, which is administered by the Universal Service Administrative Company (USAC), must be designated as an eligible telecommunications carrier (ETC) by its state commission or, in some cases, by the FCC.
In addition, all ETCs providing Low Income support services must ensure that their consumers are eligible for the discount based on the applicable state or federal requirements.
