Fixed Locations: Phase II

The Connect America Fund Phase II for price cap carriers, or Connect America Cost Model (CACM), will use a combination of a forward-looking broadband cost model and competitive bidding to efficiently support deployment for a period of five years for networks providing both voice and broadband service. CACM will only provide support in those areas where a federal subsidy is necessary to ensure the buildout and operation of broadband networks.

CACM will not provide support in areas where unsubsidized competitors are providing broadband that meets the FCC's definition. Carriers accepting the state-level commitment will be obligated to meet rigorous broadband service requirements – with interim buildout requirements in three years and final requirements in five years – and will receive CACM funding, in an amount calculated by the model, over a five-year period, with significant financial consequences in the event of non- or under-performance.

Price-cap carriers may access the Connect America Cost Model (CACM). Please follow the instructions in the Third Protective Order to setup a new account. Users of previous models must create new accounts.
