Step 4: Interstate Common Line Support (ICLS)
Interstate Common Line Support (ICLS) is available only to rate-of-return incumbent carriers (mostly rural and some non-rural carriers) and competitive carriers providing service in the areas of these companies.
Required Data Filings
Competitive eligible telecommunications carriers (CETCs) are not required to submit cost data to receive ICLS. CETCs must file line count data with USAC in the same manner as the incumbent local exchange carrier in whose service area it operates and an ICLS certification.
