Scott Barash, Acting CEO
Scott Barash has served as USAC’s Acting Chief Executive Officer since January 2006. He is responsible for all aspects of USAC’s operations, governance, program integrity, and stakeholder relationships. Mr. Barash is a member of the Board of Directors, Executive Committee, Investment Committee and the committees charged with overseeing the universal service programs. He joined USAC as its first in-house attorney and General Counsel in 1999.
Previously, he was a partner in the Washington, DC office of a national law firm where he concentrated on complex civil litigation, particularly in the telecommunications field and on behalf of trade associations, charitable organizations, and other not-for-profit organizations. Before that, he was a trial attorney with the U.S. Department of Justice, Civil Division, Federal Programs Branch. Mr. Barash earned a B.A. from Yale University, a J.D. from the University of Chicago Law School, and served as a law clerk to Judge R. Lanier Anderson, III, of the United States Court of Appeals for the Eleventh Circuit.
