Biography of Rex M. Knowles

Rex M. KnowlesMr. Knowles has been with XO Communications since April 1996 and is currently executive director – regulatory affairs.  In this position he is responsible for regulatory, legislative, municipal, and external affairs issues for XO’s operations in the western United States. Mr. Knowles has testified before state legislatures and regulatory commissions regarding a wide variety of competitive telecommunications issues.  He has also negotiated interconnection agreements for numerous states with many incumbent local exchange carriers. In addition to his responsibilities with XO, Mr. Knowles has also taught a telecommunications policy class at Weber State University since 2000.

Prior to joining XO, he spent seven years working in the Sprint local phone division in Hood River, Oregon, and Las Vegas, Nevada. At Sprint, Mr. Knowles was responsible for developing, analyzing, and implementing alternative forms of regulation; opening the market for local competition; supervising incremental cost studies; managing 9-1-1 services and extended area service arrangements.

Mr. Knowles graduated from Portland State University with a degree in business administration, with an emphasis on finance/law.
